This is caused by an intermittent network issue, which is most likely a network router issue that has the network interface in an unresponsive state and is causing a timeout of the network interface. I hope my email to the zwaves team is a good enough reason to reboot our router. I also hope that they are able to fix this issue for all their other users. I suspect this is one of the reasons we keep getting repeat failures for the zwaves router.
